California DUI Study Show Crashes Up Among Young Female Drivers
Following a string of high profile arrests for drunk driving in California by celebrities like Nicole Ritchie, Lindsey Lohan and Paris Hilton, a senior researcher with the Automobile Club of Southern California wanted to know if a trend was developing. Steven Bloch found that the number of young females in serious accidents involving alcohol or drugs was up dramatically since in the past decade.
In San Diego County, 18-24 year old females driving under the influence who caused fatal or injury related crashes rose 124%, from 49 to 110 accidents. Of those between 18 and 20 years of age, the figure doubled to 100.
Bloch used the figures from the California Highway Patrol for arrests for driving under the influence in California over the past ten years. While men still are involved with the majority of alcohol related crashes by a two to one ratio over females, their involvement in such crashes is not increasing. In contrast, deadly impaired driving accidents attributable to women had risen significantly. Factors that could attribute for the rise include an increase in the number of female drivers, women driving more miles and women driving more aggressively.
Bloch says there is another contributing factor; the marketing of alcoholic beverages to females. The alcohol industry has turned to sweeter, fruit flavored drinks and packaging to appeal to the female market.
In response, health officials recommend stronger education initiatives about the dangers of alcohol. They also want to emphasize that it is possible to be arrested for California DUI without being stumbling drunk or even in excess of the .08% threshold for legal intoxication. Police can initiate an DUI arrest simply based on perceived impairment.

Hyundai Executive Extradited in California DUI Case
A fugitive who fled to South Korea following a 2005 crash that resulted in the death of a motorcyclist will be extradited to Orange County to face felony charges. Youn Bum Lee, 41, was arrested last December by South Korean officials on a warrant issued for the death of motorcyclist Ryan Dallas Cook. The US Justice Department and the FBI had been searching for Lee since the warrant was issued in 2007.
Lee was drinking with colleagues at a Korean restaurant in October 2005, and the group moved to a karaoke bar where more alcohol was consumed. Lee, a former Hyundai executive, climbed into a company issued black colored SUV around midnight and was involved in a single vehicle crash on the 55 Freeway in Santa Ana. The vehicle came to rest on a concrete barrier with no lights, and Cook, 23, slammed his motorcycle into the SUV and was then struck by other passing motorists. The next evening Lee was on a flight headed to Seoul, South Korea.
Cookâs parents filed suit against the American operations of Hyundai Motor, claiming that company helped Lee leave the country before police could question him.
Lee is set to be arraigned Monday on charges including driving under the influence in California, hit and run with death and felony gross vehicular manslaughter. If convicted on all counts, Lee could be sentenced to 15 years in state prison.

Ignition Interlock Devices Considering For All California DUI
A California state legislator has introduced a measure calling for the mandatory installation of an ignition interlock device if convicted of drunk driving. Assembly member Mike Feuer says that Assembly Bill 91 will create a four county pilot program that requires the ignition interlock for all individuals, even first time offenders, found guilty of driving under the influence in California.
The device requires the motorist to breath into a tube and the breath sample is testing for blood alcohol content. If alcohol above a preset limit is detected, the device disables the vehicle ignition. Currently the requirement for the installation of an ignition interlock device is at the discretion of the court, which takes a number of factors into consideration before making its decision, including as the results of an alcohol abuse evaluation and any prior DUI convictions. California DUI law provides for restricted licenses in certain situations though Feuer cites that motorists can still drink and drive. The proposed bill would call for the replacement of the restricted license with the mandatory installation of an ignition interlock.
There will be no taxpayer funds involved with the new legislation. Those convicted of California DUI will be required to pay for the installation and the monthly fee for maintenance of the ignition interlock. The pilot program would begin in July 1, 2010 and run until January 1, 2015.
Similar legislation has been passed into law in five states, including Illinois, New Mexico and, most recently, Alaska. Initial reports indicate that repeat offenses for driving while intoxicated are down in those states.

Changes to California DUI Laws
Effective Thursday, January 1, there will be zero tolerance for repeat offenders of driving under the influence in California. A new law stipulates that a person convicted of CA DUI cannot operate a motor vehicle with a blood alcohol content of .01 per cent or greater while on probation for the DUI offense. Refusal to do so will result in a ticket being issued, driverâs license being seized, driving privileges suspended and impoundment of vehicle.
The same penalties apply if a breath test reveals a BAC of .01% or greater.
