Ronald Belisario, reliever for the LA Dodgers baseball team, was arrested on suspicion of driving under the influence in California. Belisario was reportedly cooperative during the arrest and booking at the Pasadena Police Department.

The 26-year old relief pitcher is from Venezuela. He signed with the Dodgers last January as a free agent, after pitching two seasons with the Pittsburgh Pirates.

Major Christian Minister Involved in Felony California DUI

Stephen Eugene Galiher, a major personality with TBN, has pleaded guilty to two counts of felony California DUI. In late April 2009 Galiher was reportedly driving in excess of 85 miles per hour in a company owned BMW on an Orange County freeway when he smashed into another vehicle.

Investigating California Highway Patrol officers said Galiher had a strong odor of alcohol and that his eyes were red and bloodshot. The pastor admitted to having consumed two glasses of red wine prior to the 10:00 pm accident. Galiher failed several field sobriety tests and was booked on two counts of driving under the influence in California.

Galiher is the head pastor of the Trinity Music City Church, a place of worship at the Christian theme park owned by TBN in Hendersonville, Tennessee. Just four days before the accident, Galiher appeared in ‘Behind the Scenes’, a show where TBN head Paul Crouch visits with his many ministers.

In late May Galiher entered a plea of guilty in Orange County Superior Court to California DUI with injury and CA DUI with a BAC in excess of .08% with injury. He is scheduled to be sentenced next December and he is free on $100,000 bail. Galiher remains in the employ of TBN. His 70-year old victim remains hospitalized, unable to walk, with four broken ribs, a broken arm, a broken leg and pins in his vertebrae.

Suspicious Cop Activity During California DUI Arrests

The personnel records of two officers with the Chico Police Department are being examined by a judge in response to complaints filed by those arrested for suspicion of driving under the influence in California. Officers Travis Johnsen and Anthony Ferreira are alleged to have exaggerated or fabricated the reasons they stopped motorists and they purportedly failed to inform motorists of their legal option to a breath test, instead coercing them into submitting to a blood test. In addition, several women claim gender bias and inappropriate touching.

Over the city’s objections, Butte County Superior Court Judge Gerald Hermansen ruled on Monday that there was enough cause to warrant a full review of the officer’s personnel files.

Many of the CA DUI suspects complained that the officers falsified police reports and written court declarations and gave false testimony in order to justify the traffic stop and arrest. Four women claim the officers followed them from local bars, and in one case touched the suspect multiple times in an inappropriate manner.

After discerning a pattern of potential abuse, a California DUI defense attorney placed an ad seeking complaints from other DUI suspects. That effort revealed similar acts and omissions perpetrated by the same two Chico law officers. A total of 37 cases of drunk driving are under review as a result.

During a two year period, Officers Johnsen and Ferreira reportedly made more than 600 arrests between the two of them for suspicion of drunk driving in Butte County. As a result, they were recently honored by Mothers Against Drunk Driving.

A hearing has been set where defense lawyers will receive the contact information of anyone who has filed a complaint against either officer. Rather than making a finding on the DUI suspects’ allegations, the judge is expected to issue a determination regarding the officers’ credibility in DUI cases.

Drunken Boating in California May Be Treated as DUI

A bill is being considered in the state Senate that will make Boating Under the Influence as serious as Driving Under the Influence in California. Since the mid-90’s the Department of Motor Vehicles has been treating drunk boating offenses like CA DUI cases, suspending the offender’s driver’s license. Last year, however, a court of appeals ruled that the DMV does not have that authority. The proposed legislation would establish that authority.

Senator John Benoit’s bill would allow the DMV to suspend a boater’s license in the event of an arrest for boating under the influence. It would also mandate enrollment in an alcohol awareness program. Benoit says there is a need for making the state’s waterways safe for recreational and commercial use. Local harbor patrols agree, citing the responsibility a boat operator has to the occupants of the vessel.

During 2007, there were a reported 55 boating accidents resulting in fatality in California waters. Nearly half of the fatalities were boat passengers and 20 victims were found to be under the influence of alcohol.

Lawmakers and law enforcement officers alike hope that people who venture out on the water first establish a designated boater for safety.

California DUI Study Show Crashes Up Among Young Female Drivers

Following a string of high profile arrests for drunk driving in California by celebrities like Nicole Ritchie, Lindsey Lohan and Paris Hilton, a senior researcher with the Automobile Club of Southern California wanted to know if a trend was developing. Steven Bloch found that the number of young females in serious accidents involving alcohol or drugs was up dramatically since in the past decade.

In San Diego County, 18-24 year old females driving under the influence who caused fatal or injury related crashes rose 124%, from 49 to 110 accidents. Of those between 18 and 20 years of age, the figure doubled to 100.

Bloch used the figures from the California Highway Patrol for arrests for driving under the influence in California over the past ten years. While men still are involved with the majority of alcohol related crashes by a two to one ratio over females, their involvement in such crashes is not increasing. In contrast, deadly impaired driving accidents attributable to women had risen significantly. Factors that could attribute for the rise include an increase in the number of female drivers, women driving more miles and women driving more aggressively.

Bloch says there is another contributing factor; the marketing of alcoholic beverages to females. The alcohol industry has turned to sweeter, fruit flavored drinks and packaging to appeal to the female market.

In response, health officials recommend stronger education initiatives about the dangers of alcohol. They also want to emphasize that it is possible to be arrested for California DUI without being stumbling drunk or even in excess of the .08% threshold for legal intoxication. Police can initiate an DUI arrest simply based on perceived impairment.
